Frances has been commissioned to research and write several Public Art Policies and Strategies for local authorities. These documents, each specific to the geographical area, provide guidance and direction for future investment in public art in the borough or district and are based on extensive consultation with local community groups and individuals, council staff and stakeholders.
The policy documents address mechanisms for delivering the public art strategy and policy for example through percent for art, S106 monies and other funding streams, setting tariffs and thresholds. ‘Working with Artists: Best Practice’ documents provide guidance to developers and the local authority and include detailed advice on the artist’s role, selecting artists, establishing budgets, artists contracts, insurance, decommissioning and maintenance policies and working with specialist public art advisor.
